Establishing Nationwide Automatic Voter Registration

By the authority vested in me as President by the Constitution and the laws of the United States of America, it is hereby ordered as follows:

Section 1. Purpose.

The right to vote is the cornerstone of American democracy. Ensuring that every eligible citizen has an accessible and secure pathway to register to vote strengthens civic trust and participation. Automatic Voter Registration (AVR) modernizes our electoral system by reducing barriers and increasing the accuracy of voter rolls. This Executive Order affirms the federal government’s commitment to making registration seamless, secure, and universal for eligible Americans.

Section 2. Policy.

It shall be the policy of the executive branch to:

  • Automatically register eligible citizens to vote through designated federal and state agency interactions, unless the individual chooses to opt out;
  • Protect the security and privacy of voter information while improving accuracy;
  • Coordinate federal efforts with state and local election officials while respecting state law.

Section 3. Implementation.

(a) The following agencies shall integrate AVR into their existing public service workflows:

  • Department of Veterans Affairs
  • Social Security Administration
  • Department of Education (for federal aid recipients)
  • Department of Defense (for active duty service members and veterans)
  • Department of Health and Human Services
  • United States Postal Service

(b) Within 120 days of this order, each agency shall submit an implementation plan to the Election Assistance Commission (EAC) and the Office of Management and Budget (OMB), detailing timelines, systems for data transfer, and privacy safeguards.

(c) All federal agencies implementing AVR must provide clear, accessible opt-out options and ensure no eligible voter is penalized for non-participation.

Section 4. Interagency Coordination.

(a) The EAC, in coordination with the Department of Justice and the Cybersecurity and Infrastructure Security Agency (CISA), shall issue guidance and technical standards for secure data exchange and voter record accuracy.
(b) A secure data exchange system shall be developed by the EAC to facilitate accurate, verified registration data transfer to state election officials.
(c) Agencies must protect sensitive personal data and ensure no duplication or ineligible registrations occur.

Section 5. General Provisions.

(a) This order shall be implemented consistent with applicable law and subject to the availability of appropriations.
(b) Nothing in this order shall be construed to impair or otherwise affect the authority granted by law to an executive department or agency.
(c) This order does not create any right or benefit enforceable at law or in equity by any party against the United States or any of its agencies.
