Restoring Federal Ethics and Anti-Corruption Safeguards
By the authority vested in me as President by the Constitution and the laws of the United States of America, it is hereby ordered as follows:
Section 1. Policy.
The American people deserve a government that is free from corruption, undue influence, and self-dealing. Public service is a public trust. It is the policy of this Administration to restore integrity, transparency, and accountability in the Federal Government by strengthening ethics rules for all executive branch employees and contractors.
Sec. 2. Restrictions on Federal Contracts and Financial Conflicts.
(a) No executive agency shall enter into, renew, or extend any contract, lease, or agreement with any entity in which the President, Vice President, or their immediate family members hold a controlling financial interest.
(b) All executive branch officials shall publicly disclose significant financial holdings and divest from any interests that pose a conflict with their official duties, consistent with regulations of the Office of Government Ethics (OGE).
Sec. 3. Lobbying and Influence Safeguards.
(a) All appointees in the executive branch shall sign an ethics pledge, agreeing that they will not, for a period of two years after appointment:
(i) accept employment or compensation from any entity with whom they had substantial official dealings during their government service; or
(ii) engage in lobbying activities directed at the agency in which they served.
(b) No registered lobbyist shall be appointed to any executive agency position directly overseeing matters they previously lobbied on within the last two years.
Sec. 4. Gifts and Outside Compensation.
(a) No executive branch official shall accept gifts of monetary value, services, travel, or lodging from lobbyists, contractors, or foreign governments, except as permitted by law.
(b) No executive branch official shall receive outside earned income or compensation for speeches, media appearances, or other services while in office.
Sec. 5. Transparency and Reporting.
(a) All agencies shall publish quarterly reports of senior officials’ meetings with lobbyists or entities seeking federal contracts.
(b) The Office of Government Ethics shall establish an online database of financial disclosures, ethics waivers, and enforcement actions accessible to the public.
Sec. 6. Enforcement.
(a) The Director of the Office of Government Ethics shall issue regulations and guidance necessary to carry out this Order.
(b) Violations of this Order may result in disciplinary action, termination, or referral for criminal prosecution where appropriate.
Sec. 7. General Provisions.
(a) Nothing in this Order shall be construed to impair or otherwise affect:
(i) the authority granted by law to an executive department or agency, or the head thereof; or
(ii) the functions of the Director of the Office of Management and Budget relating to budgetary, administrative, or legislative proposals.
(b) This Order shall be implemented consistent with applicable law and subject to the availability of appropriations.
(c) This Order is not intended to, and does not, create any right or benefit, substantive or procedural, enforceable at law or in equity by any party against the United States, its departments, agencies, or entities, its officers, employees, or agents, or any other person.
