Executive Order on the Reinstatement and Restoration of Key Federal Agencies and Offices

By the authority vested in me as President by the Constitution and the laws of the United States of America, it is hereby ordered as follows:

Section 1. Purpose.

Throughout our nation’s history, federal agencies have played a crucial role in safeguarding public health, advancing scientific discovery, protecting the environment, and ensuring governmental transparency. In recent years, certain agencies, advisory panels, and offices were disbanded, defunded, or otherwise rendered inoperable, undermining our nation’s ability to respond to crises, enforce laws, and promote evidence-based policy. This Executive Order restores those functions and reaffirms the federal government’s commitment to informed, accountable governance.

Section 2. Reinstatement of Agencies and Offices.

The following agencies, offices, and advisory panels shall be reinstated or fully restored, with authority, funding, and staffing levels necessary to carry out their original missions:

(a) White House Office for Pandemic Preparedness and Response

Originally established in 2016 and disbanded in 2018, this office shall be reestablished under the National Security Council to coordinate future pandemic responses, ensure readiness, and integrate global health intelligence into national security strategy.

(b) Advisory Committee for Climate Science

Disbanded in 2017, this interagency panel shall be reestablished within the National Oceanic and Atmospheric Administration (NOAA) to provide objective, peer-reviewed guidance on climate risks and science-based policy.

(c) EPA’s Environmental Justice Advisory Council

To be restored with new mandates to assess the environmental impact of federal projects on vulnerable and low-income communities.

(d) Consumer Financial Protection Bureau (CFPB) Oversight Units

Restoration of enforcement units within the CFPB that were defunded or disbanded, ensuring robust oversight of predatory financial practices.

(e) Office of Science and Technology Policy Staffing and Committees

Rebuilding scientific advisory teams that were eliminated or weakened, ensuring science and evidence are central to federal policymaking.

Section 3. Implementation and Funding.

(a) The heads of the respective federal departments shall submit restoration plans, including staffing, budgeting, and timelines, to the Office of Management and Budget (OMB) within 60 days of this order.

(b) The Director of OMB, in coordination with Congress where necessary, shall ensure sufficient funds are allocated to resume operations, secure staffing, and modernize infrastructure.

(c) The agencies shall prioritize the rehiring of displaced staff and reinstate lapsed contracts where feasible and appropriate.

Section 4. Oversight and Accountability.

(a) A special interagency task force, led by the Domestic Policy Council and co-chaired by the Director of the Office of Science and Technology Policy, shall report quarterly to the President on progress made under this order.

(b) All restored offices must operate transparently, regularly publishing performance metrics, advisory reports, and budget utilization updates.

Section 5. General Provisions.

(a) This order shall be implemented consistent with applicable law and subject to the availability of appropriations.
(b) Nothing in this order shall be construed to impair or otherwise affect the authority granted by law to an executive department or agency.
(c) This order does not create any right or benefit, substantive or procedural, enforceable at law or in equity by any party against the United States or its agencies.
