Executive Order ___ of [Date]
Restoring Climate Leadership and Scientific Integrity
By the authority vested in me as President by the Constitution and the laws of the United States of America, it is hereby ordered as follows:
Section 1. Purpose.
The United States faces an escalating climate crisis that threatens national security, public health, and economic prosperity. To meet these challenges, the Federal Government must act with urgency, guided by the best available science, and ensure that policymaking reflects facts, transparency, and integrity. This order restores climate protections, reinforces evidence-based governance, and reestablishes American leadership in confronting the global climate emergency.
Sec. 2. Reinstatement of Climate Protections.
(a) The Secretary of the Interior shall immediately suspend the issuance of new oil and gas leases on public lands and offshore waters, pending comprehensive environmental review.
(b) The Department of State shall reaffirm United States commitments under the Paris Climate Agreement and submit an updated Nationally Determined Contribution within 180 days.
(c) Federal agencies shall review and, as appropriate, rescind or revise any regulations or policies issued since January 20, 2017, that are inconsistent with this order’s purpose.
Sec. 3. Scientific Integrity.
(a) Each agency head shall strengthen and enforce policies to protect scientific integrity, ensuring that federal scientists are free from political interference in conducting and communicating research.
(b) Agencies shall designate a Chief Science and Climate Officer responsible for overseeing scientific transparency and ensuring the public has timely access to federally funded climate data.
(c) The Office of Science and Technology Policy shall coordinate a government-wide framework to prevent suppression, alteration, or distortion of scientific findings.
Sec. 4. Clean Energy and Environmental Justice.
(a) Agencies shall prioritize investments in renewable energy, energy efficiency, and climate resilience, particularly in communities disproportionately burdened by pollution and climate impacts.
(b) The Department of Energy, in coordination with the Environmental Protection Agency, shall accelerate research and deployment of clean technologies to achieve a carbon-pollution-free power sector by 2035.
(c) The Council on Environmental Quality shall strengthen environmental justice assessments under the National Environmental Policy Act (NEPA) to ensure fair treatment and meaningful involvement of all people.
Sec. 5. Implementation.
The Director of the Office of Management and Budget shall work with agency heads to identify resources and align budgetary priorities to carry out this order. Agencies shall report progress within 120 days and annually thereafter.
Sec. 6. General Provisions.
(a) Nothing in this order shall be construed to impair or otherwise affect:
(i) the authority granted by law to an executive department or agency, or the head thereof; or
(ii) the functions of the Director of the Office of Management and Budget relating to budgetary, administrative, or legislative proposals.
(b) This order shall be implemented consistent with applicable law and subject to the availability of appropriations.
(c) This order is not intended to, and does not, create any right or benefit, substantive or procedural, enforceable at law or in equity, by any party against the United States, its departments, agencies, or entities, its officers, employees, or agents, or any other person.
Sec. 7. Effective Date.
This order is effective immediately.

Restoring Climate Leadership and Scientific Integrity
The new administration has taken its first decisive step toward reclaiming America’s role as a global leader in the fight against climate change. With the signing of the Executive Order on Restoring Climate Leadership and Scientific Integrity, the White House is making clear that science, not politics, will guide federal policy.
Why This Matters
For years, climate policy in the United States has been a tug-of-war, swinging back and forth depending on who sits in the Oval Office. This inconsistency has slowed progress and weakened trust in America’s leadership abroad. The new executive order brings stability by reaffirming that climate action and scientific truth are not partisan issues — they are national imperatives.
What the Order Does
The executive order does four big things:
- Reinstates Climate Protections
- Suspends new oil and gas leases on public lands and offshore waters until comprehensive environmental reviews are complete.
- Recommits the U.S. to the Paris Agreement with an updated emissions target.
- Protects Scientific Integrity
- Requires agencies to enforce strong safeguards so federal scientists can publish and communicate their work without fear of political interference.
- Establishes a Chief Science and Climate Officer in every major federal agency.
- Accelerates Clean Energy
- Directs investments into renewable energy, energy efficiency, and climate resilience — prioritizing communities hit hardest by pollution and extreme weather.
- Pushes forward the goal of a carbon-pollution-free power sector by 2035.
- Centers Environmental Justice
- Strengthens the way federal projects are evaluated to ensure fairness and protect vulnerable communities from disproportionate climate impacts.
A Return to American Values
This order is more than a set of directives — it’s a promise to the American people that decisions will be made based on evidence, transparency, and the long-term health of the country. It reclaims a tradition of leadership that sees protecting the environment as both a moral duty and a strategic necessity.
Looking Ahead
Restoring climate leadership isn’t just about cutting emissions. It’s about creating jobs in renewable energy, ensuring clean air and water for every community, and keeping America competitive in a world rapidly shifting toward sustainability.
With this executive order, the message is clear: America is back in the fight against climate change — and this time, science leads the way.
